I am experiencing an issue where Kingsoft PC Doctor will not operate on Start menu without Administrator login. The program will not run without Administrator login either. Is there something wrong with the file? Did I miss in settings something?

No, some apps have their files stored on the system partition, and they also have to access sensitive parts of the Windows OS, and because of that, you will need a username that has Administrator access.
My advice is to keep the app as it is and run it only when there are issues. Or you could use Run as a different user from Guest, then type the Administrator account and pass and that's it.
It needs an update for 10 In my work with it is dated. Win 10 is a different animal I have help with win 10 since preview 9888. A lot of utility and maintaince programs have a lot of catching up The only ones that seem to have been developing along with 10 are Iobits ASC9 and Iolos System Machanic there the only ones I trust completely
